How we compiled this
We exported every trip in the PANA.PH inventory naming Surigao, with price, duration and category. That is five trips - the complete set on 9 August 2026. Range PHP 1,200 to 3,200, median PHP 1,500.
Five products is far too few for quartiles to mean anything, so we are not reporting them. What a set this small can support is a description of what exists and what does not, which is the honest limit of the data.
Categories: nature tours 3, island hopping 2. There is no city product, no food tour, no diving and no accommodation-linked package - a shape that tells you Surigao is sold as a set of individual natural attractions rather than as a destination with an itinerary.
One entry is not in Surigao at all, and that is geography not error
The Siargao tri-island hopping trip at PHP 1,500 appears here because Siargao is administratively part of Surigao del Norte. Travellers routinely treat them as separate destinations - Siargao being the surf island, Surigao the mainland city and province - but the province contains both.
That matters practically: Surigao City is the mainland ferry port for Siargao, so almost everyone who reaches Siargao by sea passes through. The mainland attractions in this index are all reachable in the day or two most people spend waiting for or recovering from that crossing.
Three places worth the detour
Tinuy-an Falls at PHP 1,500 is a wide, multi-tier curtain fall in Bislig, often called the Philippines' Niagara for its width rather than its height. Like every waterfall in this country its volume is seasonal - a dry-season visit and a wet-season visit are visibly different.
The Enchanted River at Hinatuan, PHP 2,000, is a short, startlingly blue spring-fed river that empties into the sea. Its depth has never been conclusively surveyed, which is the source of most of the folklore around it.
Sohoton Cove at PHP 3,200 is the most expensive and the most distinctive: a lagoon system entered through a cave mouth that is only passable at low tide, containing a non-stinging jellyfish sanctuary. Tide dependence is a real scheduling constraint, not a detail - the entrance is impassable at high water.
What the thin inventory tells you
Five products against 85 for Cebu is not a small difference in degree. It means few operators, little competition, and prices set individually rather than converging - there is no PHP 1,850 cluster here because there are not enough operators to form one.
The practical consequence is the same one we found for Camiguin and Siargao: arrange on the ground. Reach Surigao City, talk to your accommodation, and expect to hire a van or join a small group rather than booking a slot online weeks ahead.
How the five trips fit around a ferry
Most travellers reach Surigao City for one reason: the boat to Siargao. That gives the mainland attractions a specific role - they fill the day before or after a crossing rather than justifying a dedicated trip.
The geography splits them cleanly. Sohoton Cove and the island hopping are in the north, near the city and the port. Tinuy-an Falls and the Enchanted River are in Surigao del Sur, several hours south by road - a genuine day each, not a stop on the way to the ferry.
So the realistic shapes are: one northern day either side of a Siargao crossing, or a deliberate two to three day loop south if the waterfalls and the blue river are the reason you came. Trying to do both ends around a fixed boat departure is where itineraries break.
What is missing from this set, and why
No diving, no food tour, no city product, no accommodation package. For a coastal province facing the Pacific, the absence of diving is the most surprising gap.
The likeliest explanation is the same one we found in Coron: dive operators sell multi-dive packages directly rather than listing day tours through booking platforms, so they do not appear in an inventory like ours. That is a limitation of what this index can see, not evidence that the diving does not exist.
Stating it plainly matters here more than elsewhere, because with only five products a reader could easily conclude Surigao has almost nothing. What the data actually shows is that Surigao has almost nothing packaged - a very different claim.
The jellyfish sanctuary, and what non-stinging means
Sohoton Cove is the only product in our entire Philippines inventory that includes a jellyfish sanctuary, so it is worth explaining what is actually on offer.
The lagoon holds populations of jellyfish whose sting is too weak to affect human skin - the same phenomenon as Palau famous jellyfish lake. They concentrate in an enclosed body of water with few predators, which is why swimming among them is possible at all. It is not a case of harmless jellyfish in general: elsewhere in Philippine waters box jellyfish are a genuine seasonal hazard, and the two situations should not be confused.
Access is managed and tide-dependent, and DENR protected-area rules govern how visitors interact with the site. Sunscreen restrictions and no-touching rules are normal at sanctuaries of this kind and exist because the population is closed and slow to recover.
What most guides get wrong about Surigao
The most common treatment is to skip it entirely - Surigao appears in itineraries as a name on a ferry ticket between Cebu or Leyte and Siargao. Our inventory suggests that is a missed opportunity: Sohoton Cove and the Enchanted River are genuinely unusual, and neither has an equivalent elsewhere in the country.
The second error is presenting Sohoton Cove without its tide constraint. Trips are scheduled around low water because the cave entrance is impassable otherwise, so this is not something you fit around a ferry departure.
Third, guides conflate Surigao del Norte and Surigao del Sur. Siargao and Sohoton are in the north; Tinuy-an Falls and the Enchanted River are in Surigao del Sur, several hours south by road. Treating the province as one drivable unit is how people end up with a fourteen-hour day.
