The ferry from Surigao City
Boats cross from Surigao City to Dapa, and Surigao is itself reachable by air or by a long bus from Butuan or Davao. From Dapa it is about 40 minutes by road to General Luna.
That transfer is the difference between arriving in time for an afternoon and arriving for dinner. In the swell months the crossing is also more weather-affected than flights are.
Getting around once you are here
General Luna is the main base and most accommodation sits along or behind the Cloud 9 stretch. Habal-habal motorbike taxis and rented scooters are the normal way to move, and the roads are quiet enough that this is the default rather than an adventurous choice.
The island is small but not tiny - Magpupungko is up the east coast and the Sohoton boats leave from the other side entirely, so a scooter genuinely expands what you can reach independently.
Cash, which runs out here
ATMs exist in General Luna and Dapa but run dry at busy periods, and many smaller places do not take cards. This is the single most common practical complaint on the island.
Draw what you need before you arrive, or on a quiet weekday early in your stay. Arrive with more pesos than you think you need, particularly in surf season when the island is full.

Booking flights in surf season
Sayak has limited seats and the swell months from August to November are when demand peaks. Book earlier than you would for a mainland destination, and expect fares to rise sharply close to the date.
Those are also the months with the most weather disruption, which is an uncomfortable combination: the busiest flights are the most cancellable ones. Build slack rather than assuming a rebooking will be available.

General Luna is about 45 minutes from Sayak and is where nearly all accommodation, restaurants and surf schools sit. Cloud 9 and its boardwalk are at the northern end of that stretch.
Staying further out - Pacifico in the north, or the quieter east coast - means a longer transfer on arrival and more reliance on a scooter afterwards. For a first visit, General Luna is the practical base.
Leaving the island
Sayak is small and check-in queues form quickly when a flight is full. Allow more time than the size of the airport suggests, and leave General Luna with the 45-minute transfer in mind.
If your onward connection out of Cebu or Manila is international, an overnight at the hub is the safe pattern. A cancelled small-aircraft flight from a weather-exposed island has few same-day alternatives, and that is the risk worth designing around.
Luggage, boards and the small-aircraft limit
Regional aircraft into Sayak have tighter baggage allowances than the jets on trunk routes, and surfboards are charged as oversized items. Check the allowance when booking rather than at the gate.
Board rental is widely available in General Luna and is the simpler answer for a short trip. The ferry from Surigao handles bulky luggage far more forgivingly if you are bringing your own equipment.
