How this guide was built
Routes and fares come from our own flights and transfers tables. Cebu appears on both sides of the network more than any other city we index: it takes flights from Manila and Clark, and sends them to Davao and Siargao, while also anchoring the fast-ferry routes to Bohol and beyond.
The Cebu-Bohol crossing at PHP 250-450 for about two hours is the best value sea leg in our table - cheaper per hour than any other listed route, which is why Bohol works as a genuine add-on to a Cebu trip rather than a separate holiday.
The airport is not in the city
Mactan-Cebu International is on Mactan Island, in Lapu-Lapu City. Cebu City is on the main island of Cebu, and the two are joined by the Mandaue-Mactan and Marcelo Fernan bridges.
Off-peak the crossing takes around 45 minutes. In the morning inbound rush and the evening outbound rush it can be well over an hour. This is the single most useful fact for planning a departure: leave earlier than the distance suggests.
A third crossing, the Cebu-Cordova Link Expressway, lands south of the city rather than in the centre, so it helps for southern Cebu but not for a run downtown.
Cebu is the country's best ferry hub
More sea routes run from Cebu than anywhere else in our table. Bohol is the headline: roughly two hours by fast ferry for PHP 250-450, frequent enough to be treated as a day trip.
Siargao is also reachable by sea, about seven hours at PHP 600-1,200, though the one-hour flight makes that a choice rather than a necessity. OceanJet runs the fast-ferry network through Tagbilaran, Dumaguete and Siquijor, which is what makes a multi-island Visayas trip practical without flying between each stop.
Getting north and south within Cebu
Cebu island is long, and the good things are at both ends. Moalboal and Badian are three to four hours south by road; Malapascua is north, requiring a bus to Maya and then a boat.
Buses leave from the South and North terminals respectively, not from the airport, so an onward journey means crossing into the city first. Factor that in: landing at Mactan and heading straight to Moalboal is most of a day.
The connection trap
Cebu is a real hub, which means self-transfers happen here. Unlike Manila, the terminal layout is simple - but the bridges are not. If your plan involves landing at Mactan and doing anything in Cebu City before an onward flight, treat the bridge crossing as the unpredictable part.
For a same-day connection between flights, stay airside or on Mactan. For an overnight, a Mactan hotel is ten to twenty minutes from the terminal, against 45 minutes or more from the city.
What most guides get wrong about getting to Cebu
The commonest error is writing "Cebu" without saying which island. Cebu City and Mactan are separate cities on separate islands, and guides that blur them cost people their airport buffer.
The second is quoting the airport transfer as a flat 30 minutes. It is 45 off-peak and over an hour in the jams, and the difference decides whether you make your flight.
The third is treating Bohol as a separate trip requiring its own flight. At PHP 250-450 and two hours by sea, it is closer to Cebu City than many parts of Cebu island are.
Which port for which island
Cebu City has more than one pier and the ferry you want does not always leave from the one nearest your hotel. Fast craft for Tagbilaran, Siquijor and Dumaguete run from the Cebu City piers; the Bohol boats are the most frequent of them.
Buy the ticket for a specific sailing rather than turning up expecting the next one, particularly at weekends and around holidays when the Bohol route fills. North to Malapascua, south to Moalboal
Cebu is a long island and the two things most visitors come for sit at opposite ends. Moalboal and Badian are three to four hours south by bus from the South Terminal. Malapascua is north: a bus to Maya at the top of the island, roughly four hours, then a short boat across.
Neither is a day trip from the city in any comfortable sense, which is why our Cebu tour inventory is dominated by full-day products that leave the city early. If you want both ends of the island, plan a night at each rather than commuting.
Using Cebu as a hub rather than a destination
Cebu takes flights from Manila (~1h 25m) and Clark (~1h 20m), and sends them to Davao (~1h 05m) and Siargao (~1h). Combined with the ferry network, that makes it the most flexible base in the country for a multi-island trip.
The practical consequence: if your itinerary includes three or more Visayas or Mindanao stops, routing them through Cebu will usually beat routing them through Manila, both in flight time and in the number of onward options if something is cancelled.
Where to stay for an early flight
The bridges are the reason this question has a real answer. A Mactan hotel is ten to twenty minutes from the terminal at any hour; a Cebu City hotel is 45 minutes off-peak and unpredictable in the morning rush.
For a flight before about 09:00, staying on Mactan the night before removes the only genuinely risky part of the departure. For everything else, Cebu City is the better base - the food, the markets and the heritage are all there, and Mactan is a resort strip rather than a place to spend evenings.
Arriving internationally
Mactan-Cebu takes direct international flights, which makes it a genuine alternative to Manila as a first landing. Skipping Manila entirely removes the four-terminal transfer problem from the trip.
If your itinerary is Visayas-focused, flying into Cebu and out of Cebu is almost always simpler than routing either end through Manila, and the onward network of flights and ferries from here is the densest in the country.
