The entrance is a wide opening in the limestone face, reached by climbing a concrete staircase of 187 steps. Beyond the chapel, the route passes through a series of smaller chambers with stalactites, stalagmites, and flowstone formations. Some have been named for their shapes: the Column, the Skeleton, the Elephant. The formations are not as massive as those in Sagada or as extensive as those in Palawan's underground river, but they are well-preserved and the cave is dry, which makes walking easy.

The final chamber on the standard route opens to a view of the Pinacanauan River below. This is where most visitors turn back. The deeper chambers beyond are closed to casual visitors and require a separate permit and guide for spelunking.

The Callao Man Discovery

Callao Cave is not just a scenic stop. It is one of the most important archaeological sites in the Philippines. In 2007, a team led by Dr. Armand Mijares of the University of the Philippines discovered a human foot metatarsal inside the cave. Dating placed the bone at approximately 67,000 years old, making it the oldest evidence of human presence in the Philippines at the time of discovery.

The individual was dubbed "Callao Man" and is now classified as Homo luzonensis, a distinct hominin species identified in 2019 from additional fossil material recovered from the same cave. The discovery changed the understanding of human migration in Southeast Asia, because it suggested that hominins reached Luzon far earlier than previously thought and that they may have crossed open water to do so.

You will not see the fossils inside the cave; they are held by the National Museum. But the excavation site is within the cave system, and the guides point out the area during the tour. If you have any interest in human prehistory, this alone is worth the trip.

How to Get to Callao Cave From Tuguegarao

Tuguegarao City is the capital of Cagayan Province and the main transport hub for the region. It has an airport with flights from Manila, and it is reachable by bus from Manila via the North Luzon Expressway and the Cagayan Valley Road, a trip of about 10 to 12 hours.

From Tuguegarao, Callao Cave is a 30 to 45 minute drive. The easiest way is to hire a tricycle for a round trip, which costs about PHP 500 to PHP 700 including waiting time. You can also take a jeepney from the Tuguegarao public market heading to Penablanca, which costs about PHP 40 per person, then a tricycle from the Penablanca town proper to the cave site for about PHP 100.

If you are driving, the road to the cave is paved all the way to the visitor center and parking area.

2026 Fees and Tour Structure

As of 2026, the entrance fee for Callao Cave is PHP 30 per person for Filipino citizens and PHP 200 per person for foreign visitors. This includes the mandatory guide, who is assigned at the registration area. There is no option to enter without a guide.

The standard tour takes about 45 minutes to 1 hour, depending on how long you spend in each chamber. The guide explains the formations, the chapel, and the archaeology. Tips are not required but are appreciated; PHP 50 to PHP 100 per group is typical.

Parking costs PHP 20 for a motorcycle and PHP 50 for a car. There are small stores near the entrance selling drinks and snacks, but no restaurant. If you plan to spend the day in the area, bring your own food.

What to Wear and Bring

Callao Cave is dry and warm, unlike the cold caves in the Cordillera. You do not need a jacket. Wear comfortable walking shoes with grip; the cave floor can be slippery in spots where water seeps through. The 187-step entrance staircase is the most physically demanding part, so if you have knee issues, take it slowly.

Bring a flashlight or use your phone light. The cave has some natural light from the skylights, but the deeper chambers are dark. The guides carry lights, but having your own lets you look at formations at your own pace.

You do not need a helmet or caving gear for the standard tour. Those are only required for the advanced spelunking route, which is a separate activity with a different permit.

Other Caves and Activities in the Penablanca Area

Callao Cave is the main attraction, but the Penablanca Protected Landscape has more to offer if you have a full day. The Sierra Cave and Odessa-Mabacag Cave are nearby and require a separate guide and permit for spelunking. These are wet caves with tighter passages and are suitable only for people who are comfortable in confined spaces.

The Pinacanauan River, which runs below Callao Cave, offers kayaking and river cruises. A short river cruise costs about PHP 150 to PHP 200 per person and takes you along the limestone cliffs. Bats emerge from the cave openings at dusk, and the river cruise timed for sunset lets you watch the bat flight, which is genuinely impressive.

When to Go

The best time to visit Callao Cave is during the dry season from November to April. The cave itself is accessible year-round because it is dry, but the access road and the river cruise are affected by rain. Avoid the typhoon months from August to October, when Cagayan Valley is prone to flooding.

Plan your visit for the morning if possible. The skylight in the chapel chamber is at its best between 9:00 AM and 11:00 AM, when the sun angle sends a clear beam through the ceiling.
