What the encounter actually is
Boats hold position offshore while whale sharks are hand-fed small shrimp. You snorkel from a boat, keep to a marked distance, and the whole in-water portion lasts around twenty to thirty minutes.
The feeding is why sightings are close to guaranteed, and it is also why the practice is contested. Researchers have documented altered natural behaviour, dependence on provisioning and boat-strike injuries, and several dive organisations advise against participating. The wild alternatives
Malapascua, at the far northern tip of the same province, has reliable dawn dives with thresher sharks at Monad Shoal. Nothing is fed - the sharks come to cleaning stations. It requires certification and a 2D1N package from about PHP 4,500.
Donsol in Sorsogon runs seasonal, non-provisioned whale-shark encounters where sightings depend on genuinely wild animals being present. Neither guarantees anything, which is precisely the difference.
Tumalog is the cheapest thing we sell anywhere

One seasonal note: it is a curtain-type cascade at its most impressive in the wet months and can thin noticeably late in the dry season. A tour listing it as a headline stop in April is selling something different from the same tour in September.
Sumilon, the overlooked option
The Sumilon Island sandbar day at PHP 2,000 rarely makes itineraries. It is a marine sanctuary island off the Oslob coast with a shifting white sandbar that changes shape through the year.
It appears inside several expensive packages - the PHP 8,425 tour lists it alongside Tumalog and Moalboal - but as a standalone day it costs a quarter of that. If you have already done the encounter at the local rate and have a second morning, this is the better use of it.
What most guides get wrong about Oslob
The first error is quoting one price. Ours range from PHP 300 to 14,500 for what is largely the same day, and the variable is transport rather than access.
The second is omitting what the interaction is. Presenting provisioned feeding as a straightforward bucket-list swim is the single most common failure in Philippine travel writing, and it leaves travellers to discover the controversy after they have paid.
Third, guides quote the day trip without the alarm clock. A fourteen-hour day starting at 03:00 is half the product, and it is the half that determines whether the following day survives.
Getting there without a tour
Buses from Cebu City South Bus Terminal run to Oslob through the day and take about four hours along a single coastal road. They are frequent, cheap and the same road every van uses.
From Moalboal it is roughly two hours south. Either way you can arrive the afternoon before, sleep locally, and be at the briefing area at first light - which is the whole argument of this guide expressed as a bus timetable.
The briefing, and what is enforced
Every participant sits through a mandatory orientation before boarding: no sunscreen in the water, no touching, no flash photography, keep the required distance from the animals. Those rules exist because contact damages the sharks protective mucous layer and sunscreen chemicals harm marine life.
Enforcement varies by boat and by season, which is itself worth knowing. An operator that skips the briefing or lets guests touch is not one to reward with your booking, and the difference between boats is more visible here than at most sites.
What a two-night south-coast stay covers
Arrive from Cebu City or Moalboal in the afternoon. Next morning, the encounter at first light for PHP 1,000, then Tumalog Falls at PHP 300 ten minutes away - both done before most day-trip vans have arrived from the city. Afternoon at Sumilon or resting.
