One night: the honest plan
Arrive the afternoon before. Oslob is about four hours from Cebu City. Coming down the evening before turns a fourteen-hour day into a relaxed morning.
Go early. Briefings start around dawn and the encounter runs in the early morning. Later slots are busier and the water is more churned.
Add Tumalog Falls. Fifteen minutes away, a wide curtain of water over a mossy overhang, and the standard pairing. A small local fee plus a habal-habal ride down the steep access road.
Then leave. Moalboal is about two hours north-west with the sardine run and the turtles; Sumilon Island's sandbar is just offshore. Oslob town itself does not need a second night.
What the encounter actually is, and the controversy
Whale sharks are fed by hand from boats at Oslob to keep them in the bay year-round. That is why sightings are close to guaranteed here and not guaranteed anywhere else.
It is also why the site is contested. Feeding changes natural migration and feeding behaviour, and conservation organisations have criticised the practice; supporters point to the local livelihoods that replaced fishing. Both of those things are true at once.
If the guaranteed sighting matters more, Oslob delivers it. If wild behaviour matters more, Donsol in Sorsogon offers unfed seasonal encounters where sightings are a matter of luck. That is a genuine choice and worth making deliberately rather than by default.
The rules, which are enforced
No sunscreen before entering the water. No touching, no flash photography, and a minimum distance from the animals is required. Briefings cover this and the wardens do enforce it.
Sunscreen is the one people get wrong: it washes off into the bay and harms both the sharks and the reef. Wear a rash guard instead.
Three days: make it a south Cebu trip
If you have three days, do not spend them in Oslob. Base yourself in Moalboal or Badian and treat the whale sharks as one morning of a wider trip.
The circuit that works: canyoneering at Kawasan from Badian, the sardine run and turtles at Moalboal, whale sharks at Oslob, and Tumalog or the inland waterfall circuits. Combined tours covering several of these at PHP 1,850 to PHP 3,200 are usually better value than separate ones, because they share the road.

Sumilon sits just off Oslob and has a sandbar that shifts position with the season. Day passes through the island resort give access to the sandbar and the marine sanctuary around it.

Where to stay near Oslob
Oslob town has simple accommodation aimed at early-start visitors, which is its entire purpose. Nothing here is a destination hotel.
Moalboal, two hours north-west, is the better overnight if you want somewhere with restaurants and a diving scene. Badian is similar and closer to Kawasan. Either turns Oslob into a morning rather than a fourteen-hour day.
Tumalog Falls in practice
Fifteen minutes from the whale shark site, and the access road is steep enough that vehicles stop at the top - habal-habal riders wait to take you down for a small fee.
The falls are a wide, fine curtain over a mossy overhang rather than a single powerful drop, and the pool at the base is shallow. Water volume drops sharply in the dry months, so it is at its best after rain.
Getting to Oslob
Buses run from Cebu City's South Bus Terminal to Oslob in about four hours, and the whale shark site at Tan-awan is a short ride from the town proper - tell the conductor where you are going.
From Moalboal it is roughly two hours across the island by van or a combination of buses. Most people arrive on a booked tour with transport included, which is why the packaged prices absorb so much of the cost.
What the thirty minutes in the water is like
Boats hold groups a short distance offshore while feeders in outrigger canoes hand shrimp to the sharks. Your slot in the water is regulated and short - about thirty minutes - and the animals are large, calm and very close.
Visibility varies and the water is busy with other boats. Manage expectations: this is a managed encounter with near-guaranteed sightings, not a wild ocean moment, and it is worth being clear with yourself about which of those you wanted before you book.
