Taal Volcano sits in the middle of Taal Lake, which sits inside an older collapsed caldera — making it a volcano inside a lake inside a volcano inside a lake. One of the world's most unusual volcanic landscapes, and a 2–3 hour drive from Manila that makes it perfect as a day trip.
You take a boat across Taal Lake from Talisay, then ride a horse or hike 45 minutes up the Taal Volcano Island to the rim of the main crater. Looking down into the active crater (a lake of sulfurous water) while standing on the edge of the caldera is surreal. The horse ride is optional but highly recommended for the views on the way up. Note: Taal is an active volcano monitored by PHIVOLCS — always check the alert level before going. Level 0–1 is safe for visitors.

At Alert Level 0 or 1, yes. PHIVOLCS (Philippine Institute of Volcanology) monitors it daily. Check their website the morning of your tour. Level 2 or higher, the island is closed.
Do I have to ride a horse?
