Tuguegarao City is the capital of Cagayan province at the northern tip of Luzon — gateway to the Cagayan Valley, the Philippines' longest river valley. The city regularly records the Philippines' highest temperatures (the official record stands at 42.2C in 2019), but the heat is offset by the spectacular natural attractions surrounding it: Callao Cave, a cathedral-sized limestone cavern with a natural skylight used as a chapel since Spanish times; the Cagayan River (longest river in the Philippines at 505km); and the Penablanca Protected Area — a massive limestone karst system with over 300 mapped caves, most barely explored. The Sierra Madre mountains to the east add wilderness trekking options, and the provincial road north toward Aparri passes through sweeping river-delta landscapes unlike anywhere else in the Philippines.

Callao Cave (Penablanca)
The signature Tuguegarao experience — a massive 7-chamber limestone cave system 24km from the city. Chamber 1 has a natural skylight through which sunlight streams onto a Catholic chapel built inside the cave. Walk-in accessible with a guide, no technical equipment needed. The Pinacanauan River at the cave base is ideal for a post-cave swim.
Zipline and river activities at Callao
A 125-metre zipline over the Pinacanauan River at the Callao Cave complex, plus rappelling, river tubing, and kayaking. Package PHP 300-500. The clear river is particularly good for swimming in the dry season.
Penablanca spelunking
The municipality of Penablanca has 300+ mapped caves — beyond the tourist-accessible Callao, more challenging cave expeditions require helmet, headlamp, and willingness to wade underground rivers. The Penablanca tourism office organises guided trips for serious cave enthusiasts. PHP 500-1,000.
Swim and kayak the Cagayan River
The Cagayan River is the Philippines' largest by volume — wide, brown, and powerful. Local outfitters near Tuguegarao offer kayaking, motorboat tours, and riverside camping. The early-morning river mist is atmospheric and the banks are lined with bamboo groves and farming villages.
Magapit Suspension Bridge
A 234-metre-long suspension footbridge crossing the Cagayan River in Lal-lo municipality, 40km north of Tuguegarao. One of the longest suspension footbridges in the Philippines — the swaying walk over the wide brown river is both terrifying and thrilling. Views over the Cagayan River delta are dramatic.

🗓️ Best time to visit Tuguegarao
November through April: dry season with tolerable temperatures (still 35-38C but less humid). June through October is hot, wet, and subject to typhoon flooding of the Cagayan River. The Callao River swimming is best March-May before it warms too much.
✈️ How to get to Tuguegarao
By air: PAL and Cebu Pacific fly Manila-Tuguegarao daily (1 hour, PHP 1,500-4,000). By bus: Partas, Florida, or Autobus from Cubao overnight (12-14 hours, PHP 700-1,000) — most comfortable with a daytime or overnight sleeper bus. Tuguegarao is 470km from Manila.

How far is Callao Cave from the city?
24km (about 30-40 minutes). Tricycle from Tuguegarao terminal PHP 200-300 one-way, or book a multicab. Some guesthouses arrange day tours including Callao + river activities for PHP 500-800 all-in.
Is it really that hot?
In April-May: yes, it regularly hits 40C+. Plan outdoor activities before 10am and after 4pm. The cave interior is naturally cool (24-26C) — a relief. Pack electrolyte drinks and wear loose breathable clothing. November-March is more manageable at 30-33C.
What else is there to do in the Cagayan Valley region?
Palaui Island (Cape Engano lighthouse, pristine beaches) is 6 hours north by bus + banca. The Sierra Madre range east of Tuguegarao has remote trekking. Aparri (northernmost coast) has a historic lighthouse and river-mouth fishing village culture. The entire Cagayan Valley road trip is worthwhile for landscape photography.
