Masbate is the forgotten island of MIMAROPA — a province consisting of three main islands (Masbate, Ticao, and Burias) in the Visayan Sea that falls administratively in the Luzon region, geographically between Luzon and the Visayas, and practically off the tourist map entirely. It is known among Filipinos for one thing: the Masbate Rodeo — held each April in Masbate City, the Philippines' only major rodeo festival, a throwback to the Spanish colonial-era cattle ranching culture that still defines the island's economy. Masbate is the Philippines' second largest cattle producer, and the sight of vaqueros (Filipino cowboys) herding cattle across grassland is genuinely unusual in Southeast Asian island tourism. The islands also have some of the least-known good diving in the Philippines — Ticao Pass between Masbate and Ticao Island is a whale shark and manta ray aggregation point from February to May — and beaches on Burias and the outer Masbate coast that have no resort infrastructure at all.

Masbate Rodeo Festival (April)
The Masbate Rodeo, held annually in April (usually the third week), is the only significant rodeo festival in the Philippines and one of the most distinctive cultural events in the Western Pacific. Filipino vaqueros (cowboys) compete in bull riding, calf roping, and cattle herding events — skills developed through three centuries of Spanish colonial cattle culture that persist in Masbate's ranch economy. The festival also features a carnival, a beauty pageant, and a cattle auction. Accommodation in Masbate City fills completely during the festival week; book 2–3 months in advance.
Whale Shark and Manta Ray Diving at Ticao Pass
The Ticao Pass — the channel between Masbate Island and Ticao Island — is one of the most productive manta ray aggregation sites in the Philippines from February through May. Manta rays (both reef and oceanic species) gather in the channel to feed on plankton; dive operators on Ticao Island run regular boat trips to the manta cleaning stations and feeding aggregations. Whale sharks are also present in the pass from January through April. Dive packages from San Jacinto or Monreal on Ticao Island: PHP 2,500–4,000 for a 2-tank day including the manta sites.
Kalanay Cave
The Kalanay Cave archaeological site, on the coast of Masbate Island, is one of the most significant prehistoric sites in the Philippines — excavations in the 1950s and 1960s found burial jars, bronze implements, and pottery from the Kalanay culture (approximately 500 BCE to 1000 CE), establishing a sophisticated pre-colonial human presence on the island. The cave itself is accessible with a guide from Masbate City (40 minutes by road). The artefacts are now in the National Museum in Manila, but the site has interpretive markers and the cave formation is worth seeing independently of the archaeology.
Burias Island Beaches
The southernmost of the three main Masbate islands, Burias is almost entirely unvisited by tourists — the beaches on the western coast of Burias are white sand and entirely undeveloped, with fishing villages as the only habitation. Banggas Beach and the surrounding coast are accessible by banca from Masbate City (1.5 hours). There is no resort on Burias Island; camping or homestay in the fishing village are the only options. The snorkeling on the reef areas around Burias is excellent by Philippine standards.

Fly from Manila to Masbate Airport (MBT) (Cebu Pacific, PAL Express — 1 hour, PHP 1,500–3,500). Alternatively, take a RORO ferry from Pilar, Sorsogon (southern Luzon) to Masbate City (4–5 hours) or from Cebu City to Masbate. Ticao Island and Burias Island are accessible by banca from Masbate City (30–60 minutes).

Is there much to do in Masbate outside of the Rodeo Festival?
Yes — the Ticao Pass manta and whale shark diving is a legitimate major attraction from February through May, comparable to the best manta diving in the Visayas. The beaches on Burias Island are genuinely beautiful and completely uncrowded. Masbate's small city has a vibrant fish market and a good restaurant scene for the provincial capital. The combination of diving + island beaches + ranch culture makes it worthwhile outside festival season.
How does Ticao Pass diving compare to other manta sites?
The manta aggregations at Ticao Pass — particularly the "manta bowl" feeding aggregation — are considered among the most reliable in the Philippines. Manta Ray Bay near Boracay (off the northwest coast) is better known, but Ticao Pass has less dive boat traffic and the manta sightings are comparable. The lack of dive tourists means the animals are less habituated and encounter distances are sometimes larger, but the experience is more natural.
Can I get to Masbate by ferry from Luzon?
Yes — RORO ferries from Pilar, Sorsogon (near Matnog, southern tip of Luzon) to Masbate City run regularly (4–5 hours, PHP 250–350). This is a good option if combining Masbate with a Bicol region itinerary. Check the current ferry operator schedules as they change seasonally.
