Does the rainy season actually ruin a Manila + nearby trip?
Only free to come in July-August. Is it a write-off?

Not a write-off, but manage expectations. July-Aug is peak habagat - Metro Manila can flood fast during a strong 'hanging habagat' monsoon dump, and a passing typhoon can mean a day of cancelled flights and ferries. Indoor stuff is fine: Intramuros, the National Museum complex (free entry), BGC, Ayala Museum. For day trips, Tagaytay and Pagsanjan handle rain better than beach plans. Keep 1-2 flex days and check /weather before booking any island add-on.

I did Manila + Tagaytay in early August and it was totally doable - rain came in heavy bursts then cleared. The real headache was a ferry day to Batangas that got bumped. If you stay city-based you'll be fine; just don't tack on a tight Palawan or Boracay leg without buffer.
