When the coast guard raises a storm signal, all passenger boats — bangkas and big RoRo ferries alike — get a 'no sail' order until it lifts. It's for safety, not negotiable. Smaller island-hopping bangkas are first to be grounded. Always keep a spare day or two in your plan and don't pre-pay non-refundable boats during signal months.
