Don't drink tap water anywhere, even Manila. Buy bottled (a 1L is about PHP 20-30) or refill at a 'water station' for roughly PHP 25-30 per 5-gallon jug, cheaper and far less plastic. Food-wise, busy carinderias and street BBQ with high turnover are usually safe and delicious. Pack loperamide and oral rehydration salts from any Mercury Drug. Skip ice only at sketchy stalls; the tube ice restos use is fine.
Three weeks, no issues, by sticking to busy places where locals eat. The one time I got queasy was a buffet that had clearly sat out too long. Carry hand sanitiser and you'll be fine. Halo-halo and fresh buko (coconut) straight from the shell are safe treats.
