Fly into Sayak Airport (IAO). Direct flights from Manila (~2h) and Cebu (~1h) on Cebu Pacific/PAL/Skyjet. From Cebu you can also take a ferry, but flying is far easier. From the airport, a van or habal-habal takes you to General Luna (~45 min).
