100% yes if you like crowds and energy. Ati-Atihan (Kalibo) climaxes on the third Sunday of January, soot-painted dancers and nonstop drums. Sinulog in Cebu is the same month and huge too. Book accommodation 2-3 months ahead, prices double or triple and rooms vanish. Other gems: Panagbenga flower festival in Baguio (Feb) and MassKara in Bacolod (October).
Sinulog was a highlight of my trip but be ready for serious crowds and heat, carry water and watch your bag. If festival dates clash with your island plans, /route helped me sequence Cebu around the festival weekend without backtracking. Worth it, just plan transport early because everything fills up.
