One or two nights, and why not more
The city itself is pleasant and unremarkable. What it has is an airport with the most connections in Palawan, the Underground River an hour and a half north, and Honda Bay twenty minutes east.
That is one full day for the river and one for the bay. A third day has nothing new to fill it, which is why most itineraries treat Puerto Princesa as a bookend rather than a stay.
The Underground River needs planning, not luck
Access is capped by a daily visitor quota and requires a permit arranged in advance. In peak season the PHP 3,200 trips sell out days ahead, and turning up hoping to join one is how people miss it entirely.
The site is UNESCO-listed and genuinely remarkable - a navigable river running through a limestone cave system to the sea. The tour is a paddled boat trip into the cave, roughly 45 minutes, with commentary. Bring a light jacket; the cave is cooler than the surface and you will be wet.
Honda Bay is the better value
Two Honda Bay island-hopping trips sit at PHP 1,850 - the same price as a city walking tour that does not leave town. One is a boat day with snorkelling stops, the other is a guided walk.
If the Underground River is not the reason you came, Honda Bay gives considerably more day for the identical money. It is also the only genuinely relaxed thing on offer here.
The road north is the real decision

Why nothing here is cheap
Puerto Princesa's PHP 1,850 floor is the highest entry price of any destination we index - against PHP 185 in Boracay, PHP 300 in Cebu and Manila, PHP 800 in Bohol.
The reason is that the city sells almost no standalone attractions. Even a half-day city tour is priced at the full-day rate because it is packaged with a vehicle and guide rather than sold as a walk-up ticket. What most guides get wrong about Puerto Princesa
The commonest error is calling it the budget alternative to El Nido. On tours it is dearer on both counts - median PHP 3,200 against PHP 2,500, entry PHP 1,850 against PHP 1,379.
The second is presenting the Underground River as a spontaneous stop. It is quota-controlled, and guides describing it as somewhere you turn up are describing a system that no longer operates.
Third, itineraries routinely put the river and the El Nido transfer on the same day. Five to six hours of road after a full-day cave trip is a punishing plan and it appears in published material with surprising regularity.
What the city itself has
Rizal Avenue is the main strip, and the Baywalk on the seafront is where the city eats in the evening - grilled seafood, cheap and busy. Neither appears in our inventory because neither needs a tour.
The Palawan Heritage Center and the cathedral fill an hour if you have one spare. Honestly, though, the city is somewhere you sleep between a cave and a bay rather than somewhere you explore, and planning it any other way sets up a disappointment.
Getting to and from the airport
Puerto Princesa airport sits close to the city centre - unusually close, roughly ten minutes by tricycle. That convenience is part of why the city works as a gateway even though it is thin as a destination.
Vans north to El Nido and Port Barton leave from terminals rather than the airport, so budget a transfer between them. Most operators will collect from your accommodation if you book the day before, which is easier than arranging it on the morning.
Honda Bay in practice
The bay is about twenty minutes east of the city and the standard trip visits three islands with snorkelling stops and lunch. Pandan, Starfish and Luli are the usual names, and Luli is a sandbar that appears and disappears with the tide - the name is a contraction of lulubog-lilitaw, sinks and rises.
Environmental and terminal fees are collected at the wharf separately from the PHP 1,850 tour price. Bring cash for them, and reef-safe sunscreen or a rash guard rather than ordinary sunscreen, since the snorkelling stops are over living coral.
