How we built this index
We exported every trip in the PANA.PH inventory whose title or location names Puerto Princesa - price, duration and category - and sorted by price. That is 21 trips, the complete set on 8 August 2026. Quartiles: 25th percentile PHP 1,850, median PHP 3,200, 75th percentile PHP 3,200, range PHP 1,850 to 20,491.
Two structural facts stand out. Every single trip is logged as full day - 21 of 21, matching only Panglao for uniformity. And the price distribution is effectively binary: 8 trips at PHP 1,850, 11 at PHP 3,200, with exactly two outliers between and above them.
Caveats. These are bookable rates carrying operator margin. The Underground River requires a separate permit issued under a daily visitor quota, and park entrance and environmental fees are usually collected on site rather than included. Boat crossings to the cave are weather-dependent and cancel in rough conditions - a fixed price does not convey that risk.
The highest entry price we have indexed
Nothing here costs under PHP 1,850. Compare that with Cebu at PHP 300, Boracay at PHP 185, Manila at PHP 300 or Bohol at PHP 800, and Puerto Princesa is a clear outlier: its cheapest product is more expensive than the median of two of our other destinations.
The explanation is that the city sells almost no standalone attractions. Even the heritage walk and the half-day city tour are priced at PHP 1,850, the full-day rate, because they are packaged with a vehicle and guide rather than sold as a walk-up ticket. In Manila the equivalent heritage walk is PHP 300. The difference is not the walking; it is that Palawan operators bundle transport into everything.
The PHP 3,200 tier is one attraction wearing eleven names
Eleven trips share the PHP 3,200 price, and reading their titles shows they are all the same product: the Underground River, sometimes with firefly watching or lunch attached. That is the second-hardest single-price cluster we have found, after Manila.
The reason is the permit system. Access to the Subterranean River is capped by a daily quota and requires a permit arranged in advance, so every operator is buying the identical scarce input and adding the identical van-and-boat logistics. There is no room to compete on price, only on what gets bundled around it.
The practical read: at PHP 3,200 you are paying the going rate, so choose on whether the firefly cruise or lunch is included rather than hunting for a cheaper river trip. One does not exist.
Honda Bay at PHP 1,850 is the value trip
Two Honda Bay island-hopping trips sit in the PHP 1,850 tier, the same price as a city heritage tour that does not leave town. Given that one is a boat day across a bay with snorkelling stops and the other is a guided walk, the island hopping is straightforwardly better value for the same money.
This is the clearest booking advice the data supports. If you have one day in Puerto Princesa and the Underground River is not the reason you came, Honda Bay delivers considerably more day for PHP 1,850 than any of the city products at the identical price.
The whale sharks here are not the Oslob whale sharks
One trip breaks the two-price pattern: whale shark watching at PHP 2,510. It is worth flagging because travellers frequently assume all Philippine whale-shark encounters are the same experience, and they are not.
The Oslob operation in Cebu is provisioned - the animals are fed to hold them in the bay, which is why sightings there are near-guaranteed and why the practice is contested. Encounters elsewhere in the country are seasonal and unprovisioned, which means sightings depend on genuinely wild animals being present. If you book a non-provisioned encounter expecting an Oslob-style guarantee, you may see nothing. That is the honest tradeoff, and it runs in both directions.
Balabac at PHP 20,491 is a different holiday
The single most expensive entry is the Balabac Islands tour at PHP 20,491 - roughly six times the median. It is listed as departing from Puerto Princesa, but Balabac is at the far southern tip of Palawan, a long overland and boat journey away.
Treat it as a multi-day expedition that happens to start here, not as a day trip. The comparison that makes sense is against the El Nido and Coron expeditions we index at PHP 14,500 to 26,753, which similarly bundle transport and accommodation into what looks like a tour price.
What most guides get wrong about Puerto Princesa
The usual line is that Puerto Princesa is a cheap, low-key alternative to El Nido. On tours the data says the opposite: its median of PHP 3,200 is higher than El Nido's PHP 2,500, and its entry price of PHP 1,850 is higher than El Nido's PHP 1,379. There is no budget tier here.
The second error is presenting the Underground River as a spontaneous stop. It runs on a permit quota, and in peak season permits are secured days ahead. Guides that describe it as somewhere you turn up are describing a system that no longer operates that way.
Third, and most consequential for itineraries: guides routinely treat Puerto Princesa as a base for El Nido. It is roughly five to six hours north by road. Doing the Underground River and then travelling to El Nido on the same day is a punishing plan that appears in a surprising number of published itineraries.
