We read all 21 bookable Puerto Princesa trips. Two patterns define the place: every single one is a full day, matching only Panglao for uniformity, and prices are effectively binary - eight products at PHP 1,850 and eleven at PHP 3,200.
All eleven Underground River trips cost PHP 3,200. That is the permit quota expressing itself as a price floor rather than operators competing. The PHP 1,850 entry price is the highest of any destination we index, against PHP 300 in Manila and PHP 185 in Boracay.
Two days: the river and the bay
Day 1 - the Underground River. PHP 3,200, about an hour and a half north to Sabang, then a boat to the cave mouth and a paddled trip roughly 45 minutes into a navigable river running through limestone to the sea. It is UNESCO-listed and genuinely remarkable.
Access is capped by a daily visitor quota and needs a permit arranged in advance. In peak season the trips sell out days ahead. Bring a light jacket - the cave is cooler than the surface and you will get wet.
Day 2 - Honda Bay. PHP 1,850, twenty minutes east, three islands with snorkelling stops and lunch. Pandan, Starfish and Luli are the usual names; Luli is a sandbar that appears and disappears with the tide.
Environmental and terminal fees are collected at the wharf separately from the tour price. Bring cash and a rash guard rather than ordinary sunscreen - the stops are over living coral.
Why there is no day three
The city itself is pleasant and unremarkable. Rizal Avenue is the main strip and the Baywalk is where people eat grilled seafood in the evening. Neither needs a tour and neither fills a day.
A city or heritage tour is sold at PHP 1,850 - the same price as a full boat day in Honda Bay - which tells you how thin the local offer is. If you have a third day, spend it travelling rather than staying.
Where days 3 to 7 should actually go
North. Port Barton is about three hours up the road and El Nido five to six. Both are better places to spend time than Puerto Princesa, and the road passes through Port Barton on the way.
Never stack the Underground River and the El Nido transfer on the same day. Five to six hours of road after a full-day cave trip is a punishing plan, and it appears in published itineraries with surprising regularity.
South. Fewer people go, which is the appeal. The southern coast has quiet beaches and almost no tour infrastructure - a genuinely independent-travel part of Palawan.
What the fees actually add
The PHP 3,200 Underground River price does not always include the park entrance and environmental fees, which are collected on site. Honda Bay's PHP 1,850 similarly excludes wharf charges.
Budget a few hundred pesos per person per day on top of the headline price, in cash. This is standard across Philippine tourism but more noticeable here because the base prices are already the highest we index.
What most guides get wrong about a Puerto Princesa itinerary
The first error is calling it the budget alternative to El Nido. Its median is PHP 3,200 against El Nido's PHP 2,500, and its cheapest product is PHP 1,850 against El Nido's PHP 1,379.
The second is presenting the Underground River as somewhere you turn up. It is quota-controlled and sells out.
The third is building three, five or seven-day Puerto Princesa itineraries at all. There are two days here. The rest of the time belongs to the road north.
Where to stay for one or two nights
The airport is unusually close to the city centre - roughly ten minutes by tricycle - which is part of why Puerto Princesa works as a gateway even though it is thin as a destination.
Stay near Rizal Avenue for food and ATMs, or on the seafront near the Baywalk. Vans north to El Nido and Port Barton leave from terminals rather than the airport, so budget a short transfer between them. Most operators collect from accommodation if you book the day before.
What the city itself has
The Baywalk is where the city eats in the evening: grilled seafood, cheap and busy, and the most enjoyable hour you will spend here. The Palawan Heritage Center and the cathedral fill another if you have one spare.
Neither appears in our tour inventory because neither needs a tour, and that is the clearest sign of what this city is: somewhere you sleep between a cave and a bay.
Honda Bay in practice
The bay is twenty minutes east and the standard trip visits three islands with snorkelling stops and lunch. Luli is a sandbar that submerges at high tide - the name contracts lulubog-lilitaw, "sinks and rises".
