Why nothing here is a half-day
The boats. Balicasag, Virgin Island and Pamilacan are all crossings from Alona, departures are early because the sea is calmest in the morning, and the return is set by the same weather logic. Nobody runs an afternoon version because the water does not cooperate.
That has a hard planning consequence. If you land at Panglao airport at midday, that day is gone for boat purposes. If you fly out in the morning, so is that one. Book the count of boat days you actually want and add two half-days around them.
Balicasag is the one to book ahead
It is a marine sanctuary with a wall dive, resident turtles and a coral garden, reachable from PHP 1,383 including Virgin Island - the best-value world-class dive site in our entire inventory.
The constraint is access, not price. A daily visitor cap with registered boats was introduced to stop the reef being overwhelmed, and in peak season the cheap shared trips fill first. This is one of very few places in the country where booking a day or two ahead determines whether you get in at all.
Worth separating the two activities sold together: snorkelling the turtle area is shallow and easy, while the wall itself drops steeply and is a dive site rather than a snorkel site.
At PHP 1,850 everything costs the same
Fifteen of 27 products sit on that one number, and what they cover is genuinely varied - dolphin watching, turtle swims, discover-scuba for beginners, mangrove kayaking, a cooking class, a boat party.
So you are not choosing between cheap and expensive, you are choosing what kind of day you want. A first scuba dive costs exactly what a cooking class costs. Travellers who assume diving carries a premium here are leaving an experience on the table for no extra money.
Dolphin watching, and an honest caveat
Several PHP 1,850 products include early-morning dolphin watching off Pamilacan or Balicasag. The dolphins are wild and unprovisioned, which is better than the alternative, but multiple boats converging on a pod at speed is a real pressure and is discouraged in DENR marine-wildlife guidance.
Sightings are common, not guaranteed. An operator who promises them is either lucky or chasing, and choosing a boat that keeps distance and cuts engines is worth more than one promising a closer approach.
The inland day is separate

If you have four nights, spend one of the three usable days inland. If you have three, choose - and most people should choose the boats, since Panglao is where you are already staying.
Alona Beach, and what it is really like
Alona is about 1.5 km of white sand backed by a continuous strip of dive shops, restaurants and bars. It is lively rather than secluded, and the beachfront is busy from dawn when the boats load.
That character is the point for some travellers and a surprise for others. Doljo and Dumaluan beaches on the same island are quieter alternatives within a short ride, and the difference between them is considerable - Alona for convenience and dive shops, the others for actually lying on sand.
Diving is why most people come
Ten of 27 products are marine and snorkelling, and Panglao is a genuine dive base - Balicasag wall, Napaling reef with its own sardine run, and easy shore diving.
The Napaling sardine ball is worth naming because it is less known than Moalboal's and reachable from here. It is a shore or short-boat site, not a full-day trip, which makes it one of the few things on Panglao that does not consume an entire day - though it is sold by dive shops directly rather than through our inventory.
What most guides get wrong about Panglao
The commonest error is implying you can pair Alona Beach with the Chocolate Hills in an afternoon. Every product here is a full day and the countryside loop is a separate inland day.
The second is presenting Balicasag as unlimited-access. The visitor cap is real and enforced, and itineraries written before it took effect still circulate.
Third, the PHP 1,850 uniformity gets misread as low quality or collusion. It is neither - it is what happens when a small number of boats run near-identical routes from one beach with the same fuel and permit costs, the same flattening we measure in El Nido, Coron and Manila at the same number.
Getting here, and the airport that changed things
Panglao has its own international airport, opened in 2018, which replaced the old Tagbilaran field and made the island reachable without a ferry. That is a recent change and older guides still route travellers through Cebu by boat.
The ferry from Cebu City to Tagbilaran still runs and takes about two hours, which remains the cheaper option and the sensible one if you are already in Cebu. Flying makes sense if you are coming from Manila and want the beach on day one rather than day two.
