How we compiled this index
We queried the PANA.PH tour inventory for every trip whose title or location field names Moalboal, then exported price, duration and category for each row and sorted by price. That is 28 trips from multiple operators - the full set on 8 August 2026, not a sample, so the quartiles are exact rather than estimated: 25th percentile PHP 1,850, median PHP 3,200, 75th percentile PHP 6,052, range PHP 800 to 14,500.
Category counts come from the same export: marine and snorkelling 12, canyoneering and falls 9, island hopping 2, general tours 2, adventure 2, diving 1. Where a trip spans two themes - a sardine snorkel bundled with a waterfall stop - it is counted once, under the category the operator files it in.
Two caveats we would rather state than hide. These are bookable rates, so they carry operator margin and sit above what you would pay walking into a Panagsama dive shop with cash on the day. And prices move with fuel and season, which is why every row carries a checked date rather than a vague "from" figure. We hold no hotel inventory in Moalboal itself, so this index deliberately says nothing about room rates.
The PHP 1,850 cluster is the real market rate
Eight of the 28 trips price at exactly PHP 1,850. That is not a coincidence - it is the going rate for a full-day Cebu south-coast tour with a van, a guide and a boat, and operators cluster there because they are all buying the same inputs. If you are quoted materially more for the same description, you are paying for a private vehicle rather than a better experience.
What varies inside that band is what gets bundled: dolphin watching, Inambakan or Kawasan falls, Sumilon Island, Osmena Peak at sunset. The sardines are the constant; the second stop is the product differentiator.
The sardine run does not need a tour at all
The cheapest entry in the whole index is PHP 800 for roughly two hours. The reason it can be that cheap is that the bait ball sits a short swim from shore at Panagsama Beach - this is one of the few world-class marine encounters in the Philippines that does not require a boat.
That reframes the decision. You are not buying access to the sardines; you are buying a guide, gear and someone to point you at the right patch of water. If you are a confident swimmer with your own mask, the honest advice is to skip the tour for the sardines specifically and spend the money on Pescador Island instead.
Where the money actually goes above PHP 7,000
Seven trips sit between PHP 6,052 and PHP 7,380, and four more run from PHP 8,425 to PHP 14,500. Reading the titles rather than the prices tells you what is happening: these are private-vehicle versions of the same public itineraries, or they add Oslob whale sharks, or they are genuine scuba trips to Pescador Island rather than snorkelling.
Only the Pescador scuba trips are buying you a different underwater experience. The rest are buying you a car to yourself. Worth it for a family of four; poor value for two people who do not mind sharing a van.
Canyoneering is a separate purchase, not a Moalboal add-on
Nine of the 28 trips fall in the canyoneering and falls category, and most of them are Kawasan-based trips that happen to include a Moalboal stop. Kawasan Falls is in Badian, the next municipality south - close enough to combine, far enough that a combined day is genuinely long.
Several of these are 14-hour days once Oslob is added at the southern end. That is a real constraint on a short trip, and it is the single thing most itineraries understate.
Reading the duration column before you book
Price is the number people compare, but duration is the one that ruins itineraries. In our export the durations cluster into three shapes, and they behave very differently on a short trip.
The two-hour sardine session is the only genuinely short product in the index. Everything labelled "full day" - which covers 22 of the 28 trips - means a pickup between 04:00 and 06:00 for anything that includes Oslob, because the whale-shark interaction there finishes by late morning and the drive south from Cebu City takes hours. The single trip explicitly labelled 14 hours is being honest about what several of the "full day" listings also are.
The practical consequence: one Oslob-plus-Moalboal combo effectively consumes a whole day plus the evening. If you have three days in Cebu, booking two of these back to back leaves you no time in Moalboal itself, which is the place you came to snorkel. Staying overnight in Moalboal and doing the sardine run at 07:00 from shore, before the day-trip vans arrive, is the cheaper and calmer version of the same morning.
What most guides get wrong about Moalboal
The recurring claim is that Moalboal is a budget destination where everything costs a few hundred pesos. Our own index says otherwise: the median bookable trip is PHP 3,200, and only one product in 28 comes in under PHP 1,800.
The confusion comes from conflating two different things. Accommodation and food in Moalboal genuinely are inexpensive, and the sardine run is close to free if you swim out yourself. But organised tours - especially anything reaching Oslob or Kawasan - are priced as full-day Cebu excursions, because that is what they are. A guide that quotes one number for "a day in Moalboal" is averaging a shore snorkel and a 14-hour van tour, which helps nobody.
The second thing guides get wrong is treating the whale sharks at Oslob as an uncomplicated add-on. The provisioned feeding there is contested on animal-welfare grounds, and DENR marine-management guidance on interacting with protected species is worth reading before you book rather than after.
