Roxas City is the capital of Capiz province in northern Panay island — known across the Philippines as the Seafood Capital of the country, particularly for its extraordinary scallops, oysters, and shrimp. The same translucent windowpane oyster shell (Placuna placenta) that gave the province its name has been used in traditional Philippine windows and lampshades for centuries — paper-thin, naturally luminous, it diffuses light like no glass can. Roxas City is deeply underrated by international travellers: a clean, unhurried Philippine city with an outstanding seafood scene, a fascinating shellcraft industry, a colonial cathedral, and day-trip access to Olotayan Island. The Baybay Fish Port area, where fresh catch is sold and cooked on the spot starting at 5am, is one of the finest food experiences in the Philippines — a meal of fresh scallops, oysters, and locally-caught fish for PHP 300-600 per person is simply extraordinary.

Things to do in Roxas City

Eat at Baybay Fish Port

The pier-side restaurant row at Baybay Fish Port serves the day's catch cooked to order from 5am. Fresh scallops grilled in butter, oysters on the half-shell, whole grilled fish, and chili crab — all at prices that seem impossibly low. Arrive before 7am for the best selection. A complete feast for PHP 300-600/person.

Day trip to Olotayan Island

A small coral island 30 minutes by motorboat from Roxas pier. White sand, turquoise shallow water, and almost no tourists — particularly on weekdays. Basic beach facilities. Boat charter PHP 200-400 return (for a group). BYO picnic from the Baybay market.

Tour Capiz shell workshops

The translucent windowpane oyster has been processed in Capiz for centuries into lampshades, window panels, and decorative items. Small family workshops on the city outskirts still work by hand — sorting, cutting, drilling, and framing the shells. Some accept visitors and sell direct at a fraction of Manila souvenir-store prices.

Visit Immaculate Conception Cathedral

The Spanish colonial cathedral in the city center, built on the site of the original 16th-century church. The interior is beautifully maintained with original stone floors. The adjacent Capiz Shrine Museum has pre-colonial and Spanish-era artifacts from the region.

Watch the Capiz food market at dawn

The main public market near City Hall opens from 4am. Vendors sell Capiz-harvested shells still alive in their nets, live crabs, and the full range of Visayan vegetables and root crops. An authentic slice of Philippine provincial food culture at its most vibrant.
