Padre Burgos in Southern Leyte is a quiet diving destination facing the Sogod Bay -- known for swimming with whale sharks from November to May (wild, unfed, unlike Oslob) and excellent wall diving. The Sogod Bay whale sharks are one of the Philippines' least publicised wildlife encounters. Accommodation is simple and genuinely affordable.

Fly MNL-LGP (Legazpi) or overnight bus/train from Manila.
Best time to visit
March to May — whale shark season; November to April for hiking.
