Here is the question every traveller asks and almost no guide answers properly: when is it actually cheapest to fly to the Philippines? Not "sometime in low season" — which months, which booking window, which days of the week. The short answer

For long-haul flights into Manila or Cebu, the cheapest cluster is late August to early December (excluding the Christmas spike), with a second dip in late January to early March after New Year traffic clears. The most expensive windows are December 15 – January 10 (balikbayan season — the entire Filipino diaspora flies home), Holy Week (March or April, moves each year), and Chinese New Year week.

Month-by-month: long-haul fares into Manila

January

The first ten days are brutal — returning holiday traffic keeps fares high. From mid-January, prices fall fast. Late January is one of the best-value windows of the year, and the weather in most of the country is superb.

February – early March

Quietly excellent. Dry season weather, post-holiday fares, and you slot in ahead of the Holy Week spike. If you can only pick one premium-weather + low-fare combination, this is it.

Holy Week (March/April)

Domestic fares double or triple, hotels fill, ferries sell out. If your dates are flexible, avoid it; if they are not, book domestic legs the moment you know them.

May – June

Shoulder season. Long-haul fares soften in May as dry season ends. June starts the rainy season — fares drop further, and you can still get long sunny mornings, especially in Palawan and the Visayas.

July – August

European and North American summer holidays push long-haul fares up even though it is the Philippine wet season — an awkward combination. If you must fly in this window, book early and aim midweek.

September – November

December

First week: still reasonable. After December 10: the most expensive flying of the year. Balikbayan demand is enormous and airlines know it. Book months ahead or wait until late January.

Domestic flights: a different rhythm

  1. Booking Manila when you need Cebu. If your trip is Visayas/Mindanao (Cebu, Bohol, Siargao, Dumaguete), fly into Cebu directly. You skip a domestic transfer, a NAIA terminal change, and often a night in Manila.
