Ilocos Region Complete Guide: Heritage, Beaches and Windmills
The Ilocos region occupies the narrow coastal strip between the Cordillera mountains and the South China Sea in northwestern Luzon. It is one of the Philippines' most historically rich regions - the first Augustinian missionaries came here in 1572, and the colonial-era infrastructure they left behind (churches, convents, cobblestone towns) has survived remarkably intact. The region also has excellent beaches (often overlooked in favor of the Visayas), unique local cuisine, and a landscape of windmills and sand dunes that looks nothing like the rest of the Philippines.
Ilocos Sur: Vigan and Its Province
Vigan City is the centerpiece - a UNESCO World Heritage Site and the best-preserved Spanish colonial trading town in Asia. The Calle Crisologo heritage street with its cobblestone paving, wooden-balconied merchant houses, and horse-drawn calesas (the traditional transport method still used daily) is visually spectacular at any hour but extraordinary in the early morning before the tourists arrive. The Syquia Mansion (150 PHP), Padre Burgos Museum (free), and the Bantay Church bell tower (1591) with views over the town are the top heritage sites.
Eat like an Ilocano: bagnet (deep-fried pork belly, crunchy and fatty, served with pinakbet), Vigan longganisa sausage (garlicky and slightly sour), and empanada Ilocana (deep-fried rice crepe filled with Vigan longganisa, egg, and papaya) from the street stalls near Plaza Burgos. The night market on Calle Crisologo runs until 10pm with these dishes plus okoy (crispy shrimp fritters) and Ilocos vinegar for sale.

Paoay Church (1704) is a UNESCO World Heritage Site and one of the Philippines' most architecturally remarkable buildings - the massive lateral buttresses added after earthquake damage give it a prehistoric, almost alien appearance. The nearby Paoay Lake is calm and beautiful in the early morning. Marcos's ancestral home (the Malacaang of the North) is 200 meters away - now a museum with a fascinating and occasionally hagiographic portrait of the dictator, worth visiting for the historical complexity alone.
The La Paz Sand Dunes near Bacarra are the largest sand dunes in Luzon - up to 30 meters high, stretching for kilometers along the Pacific coast. The sand is volcanic and fine. 4WD buggy rides (800-1,500 PHP) are the most popular activity; sandboarding (200 PHP board rental) is more adventurous. The Bangui Windmills - 20 wind turbines standing in the sea north of the dunes - are the Philippines' most photogenic renewable energy installation, especially at sunset or lit up at night.
Pagudpud and the Northern Beaches
Pagudpud in the far north of Ilocos Norte has the region's best beaches. Saud Beach is a wide arc of fine white sand with calm, crystal-clear water. Blue Lagoon Beach (30 minutes further north) is more secluded and arguably more beautiful - a sheltered cove between rocky headlands with water the color of turquoise glass. The Patapat Viaduct connecting Ilocos Norte to Cagayan passes directly above the sea on the coastal cliff - one of the Philippines' most dramatic roads and a mandatory photo stop.
La Union: The Surf Province
La Union province, just south of Ilocos Sur, has transformed into the Philippines' most accessible surf destination. San Juan, La Union (SJLU) is a 4-5 hour drive from Manila and has a thriving beach community: surf schools, coffee shops, and beach bars that stay open until midnight. The waves are consistent October to February, suitable for beginners and intermediate surfers. The Urbiztondo Beach strip is the main hub; the less crowded spots are 30 minutes south near Bacnotan.
Getting Around Ilocos
Fly Manila to Laoag (1 hour, daily flights) and rent a car or join a tour. Bus from Manila to Vigan (8-9 hours) or Laoag (10-11 hours) overnight.
