Cebu City
Intro
Welcome to Cebu City, the Queen City of the South and the beating heart of the central Philippines. This is where the country's story began: it was here, on the shores of Cebu, that Ferdinand Magellan planted a cross in 1521, making it the oldest city in the Philippines. Today it is a fast, friendly, fiercely proud metropolis on the long, skinny island of Cebu - one part colonial relic, one part business hub, one part nonstop street-food party.
For travelers, Cebu City is the obvious gateway and hub for the entire Visayas. Mactan-Cebu International Airport puts you within a short hop or ferry of Bohol, Negros, Leyte, and the diving meccas of Malapascua and Moalboal. But do not treat Cebu as a mere transit point - stand beside a 500-year-old cross in the morning, ride up to a mountaintop garden by lunch, and end the night demolishing a plate of crackling-skinned lechon that locals will swear is the finest pork on Earth.
Expect heat, humidity, traffic, and a warmth of welcome that explains why so many visitors come for two days and stay for two weeks. English is spoken almost everywhere, the food is glorious and cheap, and the mix of Spanish heritage, Chinese temples, and modern malls makes Cebu one of the most rewarding city stopovers in Southeast Asia.

First-timer essentials
- Visa: Most Western nationals (US, UK, EU, Singapore, Australia) get 30 days visa-free on arrival, extendable at the Bureau of Immigration in Cebu. Carry proof of onward travel.
- Currency: The Philippine peso (PHP). Rough guide: 1 USD ~ PHP 56, 1 GBP ~ PHP 71, 1 EUR ~ PHP 60, 1 SGD ~ PHP 42 (rates fluctuate).
- Health: No mandatory vaccines, but drink bottled or filtered water, use mosquito repellent (dengue is present), and pack a basic kit. Pharmacies (Mercury Drug, Watsons) are everywhere.
- Money & ATMs: ATMs are plentiful in malls (Ayala Center Cebu, SM City Cebu, SM Seaside) but charge ~PHP 200-250 per withdrawal. Carry cash - many eateries, jeepneys and markets are cash-only; cards and GCash work at larger stores.
- Safety: Generally safe for tourists. Use normal urban caution: watch belongings at Carbon Market, avoid unlit areas late, and use Grab or hotel taxis after dark. Tap water is not for drinking.
Top things to do
- Magellan's Cross and Basilica del Santo Nino - The spiritual ground zero of the Philippines. The cross marks where Christianity arrived in 1521; the adjacent Basilica houses the revered Santo Nino icon. Free (donations welcome); allow an hour.
- Fort San Pedro - The oldest and smallest triangular stone fort in the country, built by the Spanish in the late 1500s. Quiet ramparts and a shady courtyard. Entry ~PHP 30.
- Temple of Leah and the Taoist Temple - In the hilly Busay area: the Greco-Roman Temple of Leah (Cebu's Taj Mahal, ~PHP 150) and the colorful working Cebu Taoist Temple (free) with sweeping city views.
- Tops Lookout (Busay) - The classic Cebu viewpoint high above the city. Come at sunset for the glittering metropolis below. Entry ~PHP 100.
- Sirao Garden (Little Amsterdam) - A photogenic highland flower farm of celosia, windmills and viewing decks. Entry ~PHP 100-120. Loop it with Temple of Leah and Tops.
- Eat the legendary Cebu lechon - Non-negotiable. Whole-roasted suckling pig seasoned with lemongrass, so good locals say it needs no sauce. Try CnT, Rico's, or Zubuchon. ~PHP 350-550 per half kilo.
- Sinulog Festival (January) - If you visit on the third Sunday of January, you have struck gold: drums, painted dancers, and a giant parade honoring the Santo Nino. Book months ahead.
Best time to visit
Dry season (roughly December to May) is most comfortable. January is electric for Sinulog but the most crowded and expensive - plan early. The rainy season (June-November) brings short heavy downpours and lower prices. For the best balance, aim for February to April.
Getting there
Mactan-Cebu International Airport (CEB) on Mactan island is the main hub for central Visayas, with direct flights from Manila, Singapore, Hong Kong, Tokyo, Seoul, Dubai and dozens of domestic routes. It is about 30-60 min from downtown depending on traffic.
- From the airport: Grab ~PHP 300-500; metered yellow airport taxis are an alternative. Avoid touts.
- By ferry: Fast ferries (OceanJet) run frequently to Tagbilaran in Bohol (~2 hrs, PHP 500-1,200), plus Negros (Dumaguete), Leyte (Ormoc).
- Getting around: Grab is easiest; metered taxis are cheap (flagfall ~PHP 40); jeepneys/Beep e-jeepneys are cheapest (PHP 12-15). For the highlands, hire a car or join a tour.
From Singapore
There are direct flights between Singapore (SIN) and Cebu (CEB) - no backtracking through Manila. Cebu Pacific, Scoot, and Singapore Airlines/Jetstar operate the route at various times, ~3.5-4 hrs. Budget carriers can dip under SGD 200 return on promos. Book early around Sinulog (January) and year-end.
