About this tour

Moalboal's sardine run is one of the most astonishing natural spectacles in the underwater world. Just 20 metres offshore, a permanent shoal of tens of millions of sardines has chosen this reef as their home — and they move in a single shimmering, shape-shifting mass that surrounds you completely if you slip into the water at the right moment. You don't need to be a diver; snorkeling is enough.

The sardine ball rises and falls with the light, sometimes just below the surface, sometimes at 5–10 metres. When tuna, jacks or even whale sharks charge through to feed, the whole cloud erupts into a silver blizzard that blocks out the sun. Even on a quiet day, swimming inside the bait ball is an experience so other-worldly that most guests surface speechless.

After the sardine show, the boat heads along the reef to turtle country — Moalboal's house turtles are unfazed by snorkelers and graze the seagrass beds at arm's length. It's a gentle, meditative counterpoint to the chaos of the sardine run, and the combination makes for the best two-hour snorkel you're ever likely to have.

About the area

Moalboal is Cebu's premier dive and snorkel hub, three hours south of Cebu City on the island's west coast. Panagsama Beach is the main strip — a cheerful row of dive shops, beach bars and guesthouses perched above the reef wall. The sardine run is accessible directly from shore (no boat needed for snorkelers, though a boat gets you out faster).

Frequently asked questions

Do I need to be a certified diver to see the sardine run?
Not at all. The sardines rise to within 1–2 metres of the surface and are easily seen by snorkelers. The experience is just as impressive on snorkel as on scuba.
Are the sardines always there?
Yes — unlike migratory bait balls, Moalboal's sardine shoal is a permanent resident of this reef, present every day of the year. It was first recorded in the 1980s and has been here since.
Is the turtle encounter guaranteed?
Turtles are seen on most outings (90%+ of trips) as they are resident to the reef. However, as wild animals they cannot be guaranteed. The guide will search the best spots to find them.
