Days 1 to 3: Cebu City and Northern Cebu
Fly Manila to Cebu Mactan Airport. Based in Cebu City for the first 3 days, explore the city's historical core (Magellan's Cross, Basilica Minore del Santo Nino, Carbon Market), day trip to Kawasan Falls and Moalboal for the sardine run and whale sharks in season, and get oriented with the Visayas before heading to the first island.
Transport within Cebu: Grab for city travel, rented motorbike or Grab for southern Cebu day trips. From Cebu City to Cebu South Port: 20 to 30 minutes by Grab.
Days 4 to 6: Bohol
From Cebu Pier 1, take an Ocean Jet fast ferry to Tagbilaran (Bohol) -- 2 hours, 290 to 320 pesos. Bohol activities: Chocolate Hills in Carmen (rent a motorbike for maximum flexibility), the Philippine tarsier sanctuary near Loboc, the Loboc River cruise, and if time allows, Alona Beach on Panglao Island for a night or two of beach time and diving. Days 7 to 9: Siargao
From Cebu Mactan Airport, fly to Siargao (Sayak Airport) -- 45 minutes to 1 hour, 1,500 to 3,500 pesos. Siargao activities: surfing at Cloud 9 (beginner lessons available even for non-surfers), island-hopping tour to Guyam Island, Naked Island, and Dako Island, the Sugba Lagoon paddle-through, and dinner at the surprisingly excellent restaurants of General Luna town.
Getting around Siargao: motorbike rental at 400 to 600 pesos per day is the standard. The island is small enough to navigate confidently within a day of arrival.
Days 10 to 11: Leyte (Optional Leg)
For the true Visayas completionist, the Leyte leg is worth adding. From Siargao, the connection requires flying Siargao to Cebu and then taking a ferry from Cebu Pier 1 to Ormoc or Tacloban. This adds a travel day but Leyte offers the Philippines' best wreck diving (in Ormoc Bay), the Spanish-colonial city of Tacloban, and the extraordinary Spanish Bridgehead at Palo where General MacArthur's famous return took place.
If 14 days is too tight for Leyte, skip it and extend your Siargao or Iloilo time.
Days 12 to 14: Iloilo City
From Cebu Mactan Airport, fly to Iloilo Airport -- 45 minutes to 1 hour, 900 to 2,500 pesos depending on airline and timing. Iloilo City is the most underrated city in the Philippines -- a sophisticated, walkable urban environment with outstanding Spanish-colonial architecture, incredible Ilonggo food culture, and access to Guimaras Island (the world's finest mangoes) just 15 minutes by pumpboat from the port.
Iloilo activities: morning food tour starting at La Paz Public Market (the home of batchoy noodle soup), heritage walk through the Calle Real district, afternoon Guimaras Island day trip, evening at the Smallville commercial district.
Return to Manila: fly from Iloilo Airport direct to NAIA, approximately 1 hour 15 minutes. Multiple daily flights on Cebu Pacific, PAL, and AirAsia.
