Manila-Cebu Comparison 6-Week Advance
CEB PHP 1200-1800 no bag. AirAsia PHP 1100-1900 no bag. PAL PHP 2800-4200 with 20kg. Add PHP 350-800 bag fee to budget carriers and the gap narrows. When PAL is on sale it can match budget carriers all-in.
