Ilocos Weekend Trip: Vigan, Laoag and Pagudpud in 3 Days

The Ilocos region in northwestern Luzon is one of the Philippines' most rewarding and underrated destinations. Within a compact 3-day window, you can walk a UNESCO-listed Spanish colonial city, ride 4WD buggies across volcanic sand dunes, drive one of the most scenic coastal roads in the country, and swim at a beach with water so clear it looks Photoshopped. This itinerary works as a long weekend from Manila (fly to Laoag and back) or as part of a longer Luzon road trip.

Getting There

Fly Manila to Laoag with Cebu Pacific or Philippine Airlines (1 hour, multiple daily flights). Alternatively, take the overnight bus from Manila to Vigan (8-9 hours, 600-800 PHP) if you want to save on flights and arrive fresh in the morning.

Day 1: Vigan - the Living Colonial City

Vigan is the best-preserved Spanish colonial trading town in Asia and a UNESCO World Heritage Site since 1999. Unlike other heritage sites frozen in tourist-trap amber, Vigan is a living city - families still inhabit the 16th and 17th century merchant houses, horse-drawn calesas clip along the cobblestone streets as actual transportation, and the market women shout at you to buy their longganisa sausages just like they did 200 years ago.

Walk the entire length of Calle Crisologo - the heritage street - in the morning before the tourist groups arrive. The morning light on the terracotta tiles and wooden balconies is exceptional. Visit the Syquia Mansion (150 PHP) - the ancestral home of a Philippine president, unchanged since 1834, with the original furniture and a stunning collection of Spanish-era silver. The Padre Burgos Museum (free) covers the Ilocano history of resistance against Spanish colonial rule.

Lunch: Cafe Leona on Calle Crisologo for bagnet (deep-fried pork belly, the Ilocano signature dish) and pinakbet (mixed vegetables in fish paste). Both are extraordinary. Walk the calesa loop around the heritage zone in the afternoon (200 PHP). Sunset: climb the bell tower of Vigan Cathedral for a view over the terracotta rooflines.

Day 2: Laoag and the Sand Dunes

Drive or bus 1 hour north to Laoag City, capital of Ilocos Norte. Start at Paoay Church - a UNESCO site and one of the most unusual churches in the world. The baroque building has massive lateral buttresses that look like wings - added after earthquake damage in 1706 to stabilize the structure. The result is a church that looks like it might take off. Morning light hits the facade perfectly from the west side of the adjacent lake.

After Paoay, drive 20 minutes to the La Paz Sand Dunes near Bacarra. These volcanic sand dunes are the largest in Luzon - up to 30 meters high, stretching several kilometers along the coast. Rent a 4WD buggy (800-1,200 PHP/person including driver) for a 30-minute thrash through the dunes, or rent a sandboard (200 PHP) and hike up on foot to slide down. The dunes are best in the late afternoon when the light turns golden and the shadows define the ridgelines. Evening: drive to Bangui for a night view of the Bangui Windmills - 20 white turbines standing in the sea, lit up at night, the most photogenic renewable energy installation in the Philippines.

Day 3: Pagudpud

Drive 1 hour north from Laoag to Pagudpud, the northernmost beach destination in the Philippines. The drive itself is worth it: the Patapat Viaduct is a concrete road built on the cliffside 50 meters above the sea, with the mountains rising on one side and the South China Sea below on the other. Stop for photos at the roadside pullout.

Saud Beach in Pagudpud has fine white sand and water that shifts from pale turquoise near the shore to deep blue offshore. It is less crowded than Boracay and the sand is finer. Blue Lagoon Beach (30 minutes further north) is even more pristine - a small sheltered cove with crystal water and minimal development. You are now roughly 40 kilometers from the northernmost point of Luzon. Swim, have a grilled fish lunch at the beachside stalls, and drive back to Laoag for your afternoon flight to Manila.

Budget (3 Days, Per Person)

  • Budget: 5,000-8,000 PHP (~$90-140)
  • Mid-range: 12,000-18,000 PHP (~$210-320)
